Regulatory priorities

​​​​​​​​​​​​​​​​​​As part of its risk-based approach to regulating early childhood services, Regulating for Quality, each year, the department conducts an annual environmental scan (known as an eScan), focusing on compliance and service quality.

During the eScan, the department collaboratively explores emerging issues, identifies root causes and risk factors, and develops solutions with a range of stakeholders.

The eScan delivers a solid evidence base for identifying priority areas for regulatory activity. The regulatory authority will pay particular attention to the following 5 priorities in the coming year and expects to see providers comply with their responsibilities.


Adequate supervision​

Children are adequately supervised at all times in a way that ensures their safety and promotes their development.


Risk assessment and management

All risks to children are identified, recorded, assessed, mitigated and continuously monitored.

Inappropriate discipline and interactions with children

Approved providers must ensure staff are supported to interact positively and respectfully with children.​


Policies and procedures

Approved providers ensure that policies and procedures are adequate, regularly reviewed and followed.


Educational program and practice page​

Educational programs and practice are stimulating and engaging, and enhance children’s agency, learning and development.
