The regulating for quality (R4Q) policy (PDF, 325KB) guides Early Childhood Regulatory Authority (Regulatory Authority) when undertaking its role in line with the objectives of the National Quality Framework and the regulating for quality risk-based​ framework. The R4Q framework clarifies how the Regulatory Authority regulates to reduce risk to children's safety, drive voluntary service compliance and promote continuous quality improvement.

Under R4Q, the Regulatory Authority is using modern risk-based regulatory approaches to develop tailored and evidence-based solutions to identified risks in the sector.

Regulatory procedures

Regulatory procedures outline the Regulatory Authority’s approach to licensing, proactively assessing and rating, and monitoring compliance of early childhood services.
